WCAG accessibility compliance: placeholder text in more permanent position

Hi there! Just signed up due to security and am happy about it. However, noticed there was no way to move the placeholder text to below or atop the form field, so those with different disabilities can access/follow along without deleting their entry. It's a huge accessibility thing with WCAG and I really want to make sure my form reflects inclusion!
