I want to be able to upload a form template. I have a PDF that I want to make into a digital form. Can you please add a tool that can do this for me?

This is actually already possible with Tally AI. You can upload an existing document (such as a PDF), and Tally AI can help turn it into a digital form.
The feature is currently in Beta, so please reach out to our support team at https://tally.so/support, and we’ll be happy to help activate it for you.
