Progress bar logic update

Progress bar shows progress if respondent fills in every answer. But with conditional logic, they will only have to fill in half of that. So current progress bar shows a longer journey than the user will actually get, encouraging dropouts due to long process. Progress bar should either 1. count number of conditional steps to provide accurate picture of progress, or allow admin to say how many steps there are for users.

It would be also useful if the progressbar worked with a one page form and showed progress as the person scrolls dows (and worked with text entries as well). Right now it only works if the form is multiple pages
